The Recreational Skipper's Ticket (RST) is a nationally-recognised certificate of competency which shows that the holder has the minimum knowledge and practical skills needed to operate a powerboat safely. It is the minimum qualification needed to operate a powerboat in Western Australia. Note: The RST is not a licence, so there is no need to renew the Ticket or pay ongoing fees.

A person must have a Recreational Skipper's Ticket (RST) if:

• He or she is the person in charge of an RST vessel.

• The vessel is being operated in the water.

An RST vessel is any boat that is:

• Registered with the Department of Transport, or required to be registered.

• Used for recreational purposes.

• Powered by has an engine with more than 6 hp (4.5 kW).

Only the person-in-charge of the boat (the 'skipper') needs to have an RST, but he or she must have it with them the entire time the boat is in operation. The skipper is responsible for what happens on the boat during the voyage, but this doesn't mean that he or she must be at the wheel the whole time. The minimum age to obtain a Recreational Skipper's Ticket (RST) is 14 years old.

Please ensure you read the Skippers Ticket Workbook and prepare for the theory assessment by completing some practice quizzes online. If you have a valid Australian Driver's Licence and are of normal health you do not need an Eyesight Test or a Medical Declaration. If you don’t have a driver's licence you will need to provide proof of identity and get an eyesight test done.

The Skippers Tickets Now practice quizzes are a great way to get ready for the Recreational Skippers Ticket theory test. Completing these quizzes will give you a very high chance of success on the day of your assessment!

Many people who open the Skippers Ticket Workbook are surprised by how much information they need to take on. The Practice Quizzes are designed to help you know which areas of the workbook you need to focus on and help to lock in the knowledge. Each question has the page number of the workbook where you will be able to find the answer. That way you will not only find the answer but also learn and remember the material!!

I.D./ Eyesight

If you have a valid Australian Drivers Licence and are of normal health you do not need an Eyesight test or a Medical Declaration.

A valid Australian Driver’s Licence (Learner’s Permit included) is all you need for proof of identity and having adequate eyesight to be able to operate a boat. If you have a valid Australian Driver’s licence you DO NOT need to get an eye test done. Your Australian Driver’s Licence is the only document you will need to bring to the assessment. If you don’t have a driver’s licence you will need to provide proof of identity and get an eyesight test done. Proof of identity: You need ONE full proof of identity document, no other I.D. required. Please see below for some examples:

•             Australian Driver’s Licence

•             Australian Passport

•             Proof of Age Card

•             Australian Defence Force Photographic Identity Card

•             Federal or Western Australian Police Officer Photographic Identity Card

•             Marine Certificate of Competency (with a photograph of the holder)

•             Birth Certificate + 1 Item of Secondary ID (Medicare Card, Bank Card, Document from School/University)

 

Please Note - Student cards are not an accepted form of ID

Eyesight Test

If you don’t have a valid Australian Driver’s Licence you will need to get an eyesight test done. This MUST be on the correct DoT form or the Department of Transport won’t accept it. The eyesight test can be done with any medical professional- G.P., Optometrist, or registered nurse.

Medical Declaration - Most people DO NOT need to do this

If needed, the medical declaration can be done with your local GP. You will need to bring the original copy as filled out by the doctor. Please note that the Declaration of Medical Fitness is attached to the eyesight form. The Declaration of Medical Fitness only needs to be done if you have a serious medical condition that would affect your ability to skipper a boat. Such conditions include:

•             Epilepsy, fits, Giddiness, Fainting, Seizures,

•             Heart Disease

•             High/Low Blood Pressure

•             Arthritis

•             Type 1 Diabetes

Important Note - The Department of Transport will only accept the original copy of the document. They will not accept a photocopied or emailed version.

 

Skippers Tickets for Under 18’s

Anyone aged 14 and over can get their Skippers Ticket. If you are under 18 you must have a letter of consent signed by your parent or legal guardian before you can be assessed. If you don’t have an Australian Driver’s Licence (Learner’s Permit accepted) you must get an eye test done (this is the same for over 18 or under 18). This must be on the correct form, as mentioned above.

The Assessment Process
- Theory Revision (approximately 30 minutes) - to go over the workbook to pass the theory test
Theory Assessment - 40 question multiple choice test
- Practical Training Session (approximately 1-1.5 hours) - to familiarise yourself with the operation of the boat and practice all the tasks to pass the practical assessment
Practical Assessment (approximately 20 minutes) - safely perform 11 tasks and 62 criteria. 
- Re-Assessment - if you don't pass on either the theory or practical tests, you may come back on another day for re-assessment, free of charge.
